Workforce Development in Budget Consultation Report 2026

The Select Standing Committee on Finance and Government Services has released its Budget 2026 Consultation Report. Many of its themes connect directly to employment and workforce development.

Sectors across BC flagged urgent labour shortages. The automotive and electric vehicle industries forecast a 20,000-worker shortfall, while the HVACR and marine industries also raised concerns. Construction associations highlighted the need for workforce supports to match infrastructure spending.

Equity in the trades was another strong theme. The BC Centre for Women in the Trades reminded government that women and gender-diverse workers make up only about 5% of the trades workforce, calling for sustained funding for mentorship, inclusive safety training, and systemic supports to improve retention.

Last June, ASPECT presented in person to the Committee on behalf of our members. We emphasized the vital role community-based employment service providers play in connecting people to work, supporting underrepresented groups, and ensuring training is accessible in every community. It is encouraging to see many of these priorities reflected in the report. No response to our request for $25 million dollars for employment programs, however.

For ASPECT, this report reinforces the importance of the work we do together. We’ll keep bringing your voices forward and pressing for policies that recognize community-based providers as essential partners in building an inclusive and resilient workforce.

For our members, it’s a chance to deepen the great work you’re already doing in your communities. Reach out to local industries facing shortages—whether in automotive, construction, marine, or HVACR—and look for ways your programs can help people prepare for these opportunities. Encourage employers you work with to share their perspectives in consultations so that future programs and funding reflect real community needs.
